PSC: NorthWestern 'illegally' transferred Colstrip shares to an unregulated company

The Montana Public Service Commission said in a federal filing that NorthWestern Energy, a monopoly utility company, acted “illegally” in a recent deal over shares of Colstrip Generating Plant, southeastern Montana’s massive coal-fired power plant. The exact manner in which NorthWestern went about the deal was so odd that one expert said he can’t think of a single other example of a case like this one.
